Leila Kagawa

Leila Kagawa is the IT Program Management Officer overseeing the Enterprise Program Management Office, which was established to promote governance, policies and standards for program and project management and extend program support for statewide business transformation initiatives.

She previously served as the Deputy Director of the Hawaii Department of Human Resources Development and assisted in the re-establishment of a statewide internship program, convening government leaders through the establishment of the State Executive Leadership Forum (SELF) and sponsoring critical system stabilization projects.

Kagawa brings nearly 16 years of private sector expertise in human resources consulting, management and information systems. She worked as a technology solutions consultant for Automatic Data Processing, Inc., where she supported small and mid-level organizations in Hawaii and the western regional states to modernize core functional systems primarily in the areas of human resources, benefits management, payroll, time and labor management and compliance reporting. She also held positions as the human resources manager and the human resources information systems (HRIS) administrator for Pacific Marine & Supply Co., Ltd.

A 2013-2014 Omidyar Fellow, Kagawa has earned designations as a senior professional in human resources (SPHR) and certified payroll professional (CPP).

She earned her degree in public relations journalism and political science from the University of Hawaii at Manoa.
