HONOLULU — The State of Hawaii has selected CherryRoad Technologies Inc. to modernize payroll and time and attendance systems to provide greater functionality and efficiencies in serving more than 75,000 full- and part-time employees statewide.
“The current payroll and time and attendance system was built more than 40 years ago and has become very difficult to maintain,” said Gov. David Y. Ige. “We are taking on the challenge of replacing the system in order to create a more efficient and effective government for Hawaii’s taxpayers and our state employees.”
The notice of award for the contract, which includes $16.7 million for implementation, was announced today by the Department of Accounting and General Services (DAGS) in partnership with the Office of Enterprise Technology Services (ETS). The department issued its request for proposal (RFP) in February.
Pending execution of the contract, the notice to proceed is anticipated this summer, with the system replacement expected to occur within 18 months from that notice. Under the proposal, payroll will be modernized first, followed by time and attendance.
“State employees will be the first beneficiaries of the 21st Century payroll capabilities and efficiencies,” said Comptroller Douglas Murdock. “The new system will help us resolve problems with system stability and late or inaccurate payments.
“From the development of the RFP to the evaluation of submissions, we took a collaborative approach to incorporate employee user input, building it into the review process. Employees representing virtually every state department and jurisdiction were involved in the evaluation of vendor proposals, and I’d like to thank our state team members for their hard work and dedication to improving how government works.”
DAGS and ETS will continue to oversee the development and implementation. To further ensure success, the initiative is also subject to new IT governance processes launched by ETS in December 2015.
“Our state personnel really stepped forward to ensure that proposal requirements were matched to our state’s needs, all while keeping us on schedule,” said state Chief Information Officer Todd Nacapuy. “As a result, the project is launching from a sound foundation. Furthermore, by managing this process internally with state resources, our team saved approximately $300,000 in avoided consultant fees.”
The state is adopting a targeted, modular approach to modernizing functions of state government. This strategy will achieve benefits in the short term while staying within budget, with the intent of integrating sub-components as they are established.
The new payroll system will be built on the Oracle PeopleSoft platform the state has been using as the Executive Branch’s Human Resources Management System, shortening the learning curve for the state.
The current DAGS central payroll system provides paychecks and deposits to employees across the Executive, Judicial and Legislative Branches (including the Department of Education and the University of Hawaii), as well as the Office of Hawaiian Affairs, and the Hawaii Health Systems Corporation. In addition to being more than four decades old, the system runs on the mainframe and relies heavily on paper-based processes.
